Buying a Vacation Rental Property in Destin: Investor FAQ for 2026

Buying a condo or house here that will host paying guests is a different transaction from buying one to live in, even when the closing papers look alike. The differences sit in the occupancy box on the loan application, the tax accounts the property will need, the homestead exemption question, the insurance form, and the recorded condominium documents. State licensing and city registration live in our short-term rental rules guide; this FAQ stays with the Destin purchase itself. It predicts nothing about what a property will earn, and it is not tax, legal or investment advice.

Will a lender treat a vacation rental as a second home or an investment property?

How you will use and control the property decides it, under the occupancy rules your lender follows. For loans sold to Fannie Mae, Selling Guide section B2-1.1-01 (guide edition of October 7, 2026) sorts a financed property into one of three occupancy types: principal residence, second home, or investment property.

For a second home, every listed condition must hold. The borrower occupies the property for some portion of the year; it is a one-unit dwelling suitable for year-round occupancy; the borrower keeps sole control of it; it is not rental property or a timeshare arrangement; and no agreement gives a management firm control over who occupies it. Ask early whether a building's rental program involves such an agreement. A footnote allows delivery as a second home even when the lender identifies rental income from the property, provided that income is not used to qualify the borrower and the other conditions are met. How that footnote applies to a particular unit is the lender's determination.

An investment property, in the guide's words, is owned but not occupied by the borrower, and the guide applies a loan-level price adjustment to every such loan and to certain second home loans. What either category means for your rate and down payment is a loan officer's question; yours is to answer the occupancy question accurately.

Which taxes does a short-term rental owner in Okaloosa County collect?

Two sets, filed with two different offices. Section 212.03 of the Florida Statutes makes renting living quarters in a condominium and similar accommodations a taxable privilege, excluding a person who only signs bona fide written agreements for continuous residence longer than six months. The state Department of Revenue counts short-term rental of living accommodations, with beach houses, condominiums and vacation houses among its examples, as business activity that must be registered with it.

The county tax is a separate account. In Okaloosa County, the Clerk of Court and Comptroller collects the tourist development tax on accommodations rented for six months or less, condominiums and residential dwellings included. The clerk notes that a management company will usually collect and report the tax on rentals it handles, and has owners who file directly apply to its office first. Check current rates with both offices.

Does a rental qualify for Florida's homestead exemption?

As a rule, no, because the exemption follows a permanent residence rather than ownership. On January 1, the owner must hold title and in good faith make the property a permanent residence for themselves or a legal or natural dependent (section 196.031), and a property kept for guest stays rather than lived in does not meet that test. For an owner converting a former residence, section 196.061 treats renting all or substantially all of a previously claimed homestead as abandonment until the owner physically moves back in, with limited exceptions in that section.

A parcel without the exemption is generally assessed under section 193.1555, which limits yearly increases in assessed value for most levies and resets the assessment to just value on the January 1 after a change of ownership or control.

How does insurance change once paying guests stay?

Insurance regulators at the NAIC tell hosts to ask their agent about coverage beyond a homeowners policy and mention a landlord policy as one option, which they describe as reaching the home, other structures, owner-supplied contents, legal fees and liability claims.

Flood rules come partly from federal law. Under 42 U.S.C. 4012a, a federally regulated lender may not make, increase, extend or renew a loan secured by a building in a FEMA special flood hazard area where National Flood Insurance Program coverage is available unless flood insurance covers it for the term of the loan, in at least the lesser of the outstanding principal or the maximum coverage available.

Citizens Property Insurance Corporation has eligibility limits of its own, set out in subsection (6) of section 627.351. Personal lines residential policyholders in a FEMA special flood hazard area must carry flood coverage, and the requirement reaches all other personal lines residential property insured by Citizens for policies effective on or after January 1, 2027, after earlier steps tied to replacement cost. Policies without wind coverage and condominium unit owner forms are not subject to it. A major structure newly built, or rebuilt or remodeled to add more than a quarter of its finished square footage, under a permit applied for after July 1, 2015, is ineligible if it sits seaward of the coastal construction control line. And a condominium is ineligible for Citizens wind-only commercial lines residential coverage when half or more of its units are rented more than eight times in a calendar year for rental periods under thirty days.

Can a condo association restrict rentals after I buy?

It can amend its documents, but the statute limits whom a rental amendment binds. Section 718.110(13) holds such an amendment, whether it bans renting or changes its length or frequency, to consenting owners and to anyone whose title postdates it. A buyer who closes after an amendment takes effect is bound by it, so read the restrictions recorded at closing and ask whether any amendment is moving through a vote during your contract period. Our rental rules guide covers declaration review and the separate homeowners association rule.

How do personal-use days work for federal taxes?

They decide whether the IRS treats the property as used as a home during the year, which changes how rental expenses are reported. Publication 527 (2025 edition) applies the home label once an owner's personal days in a year pass fourteen, or pass one tenth of the fair-rental days if that number is larger.

Personal use covers days used by you or a co-owner, by an owner's relatives unless one lives there as a main home at a fair rental price, by anyone under a swap that lets you use another dwelling, and by anyone paying below fair rental. Days spent working substantially full time on repairs and maintenance are excluded. A mixed-use unit must split expenses between rental and personal use, deductions may be limited, and when a property used as a home is rented fewer than fifteen days in a year, its primary function is not considered rental. Bring these rules to a CPA; an exchange purchase faces different holding tests, set out in our 1031 exchange guide.

What should a vacation rental buyer settle before making an offer?

Five calls, ideally before the offer: a loan officer on occupancy type, the Department of Revenue and the Okaloosa County clerk on tax accounts, the county property appraiser on the parcel's exemption status, an insurance agent on policy form and flood coverage, and a CPA on personal-use days. Start a search from our investor page, and a Dream Destin Realty agent can request a unit's recorded documents.

Frequently asked questions

Does a condo rental program affect second home financing?

It can, so read the program's terms before applying. Fannie Mae's second home conditions in Selling Guide section B2-1.1-01 rule out any agreement giving a management firm control over the property's occupancy, and they require the borrower to occupy the home for part of the year and keep sole control of it. If a program hands occupancy decisions to a manager, the unit does not meet those conditions; ask the loan officer how it would be classified.

Do I need to register with the Florida Department of Revenue before my first guest?

The department says to find out before starting, and its sales and use tax page lists renting short-term living accommodations, with condominiums and beach houses among its examples, as an activity that requires registration, with each business location registered. In Okaloosa County the tourist development tax is a second account with the Clerk of Court and Comptroller, which a management company usually reports for the rentals it handles.

Will I pay the same property tax as the seller?

Not necessarily. Section 196.031 ties the homestead exemption to an owner who makes the property a permanent residence, so a buyer must qualify on their own, and a property kept for guest stays will not. A non-homestead residential parcel is generally assessed under section 193.1555, which resets the assessment to just value as of January 1 after a change of ownership. Ask the Okaloosa County Property Appraiser how a sale would affect the specific parcel.

Does Citizens insure vacation rental condos?

Only within limits the Legislature wrote into section 627.351(6) of the Florida Statutes. Personal lines residential policies in a FEMA special flood hazard area require flood coverage, all other such policies effective on or after January 1, 2027 do too, and condominium unit owner forms are exempt. Separately, a condominium where half or more of the units rent more than eight times a calendar year for periods under thirty days is ineligible for Citizens wind-only commercial lines residential coverage.

How many days can I use a vacation rental before it counts as a home?

Publication 527 calls a dwelling a home once personal days in the year exceed fourteen, or one tenth of the days rented at a fair rental price if that is more. Days relatives use it, and days let below a fair price, generally count as personal use, while full days of repair work do not. How those rules apply to your own return is a question for your CPA, not for a real estate agent.
