Panama City Beach: A Buyer's Guide
When Panama City Beach became a city, why its limits matter for a parcel, which offices answer on each side, and how the beach and inland areas are laid out.
Panama City Beach sits at the eastern end of the Emerald Coast, in Bay County. Listings are on the Panama City Beach page. The questions here are the ones that come before a showing: who governs the parcel, how the beach is laid out and what to look up first.
Is Panama City Beach a city?
Yes. By the city's own record, incorporation began in 1969 and the city was formally incorporated on August 12, 1970. But the city limits do not take in every address with the name. Property outside them is handled by a different jurisdiction, which is why the city publishes a page for identifying its limits. Check that page for any address before relying on city rules.
Which offices handle a Panama City Beach parcel?
Within the city limits, the Building and Planning Department handles permits and planning; outside them, Bay County does. The parcel record for both sides of the line is kept by Bay County's property appraiser, so the owner of record and the legal description can be checked through its online search, at its main office on West 11th Street in Panama City, or at its beach office on Richard Jackson Boulevard.
How is the beach laid out?
State parks hold the shoreline at both ends of Panama City Beach. Camp Helen State Park, at 23937 Panama City Beach Parkway, sits between the Gulf and Lake Powell, which the park's page calls the largest coastal dune lake in Florida. St. Andrews State Park lies between the Gulf and St. Andrew Bay, next to a pass the park's history traces to dredging in the 1930s; visitors can look out over its jetties. The city's area page describes Panama City Beach as stretching 13 miles along the Gulf and does not say how much of that is inside the city limits. Inland, neighborhoods such as Breakfast Point and Palmetto Trace each have a guide on this site, with their homes for sale.
How do you get in and out?
Northwest Florida Beaches International Airport serves the area; its fact sheet says it officially opened on May 23, 2010. To the east, US 98 crosses St. Andrew Bay on the Hathaway Bridge into Panama City, a separate city. A Panama City address and a Panama City Beach address are different markets.
What should a buyer check first?
Start with which side of the city limit the parcel is on. The answer tells you which office reviews a permit. Then pull FEMA's flood map. A condo purchase adds the association's rental rules and the papers listed in condo, townhome or house, plus our tower checklist. For a showing or a second opinion on a parcel, reach our team.
Frequently asked questions
Is Panama City the same market?
No. Across St. Andrew Bay, reached by US 98 over the Hathaway Bridge, Panama City is a separate city, and Panama City Beach is the one on the Gulf side of the bay in Bay County.
When was Panama City Beach incorporated?
The city says it was formally incorporated on August 12, 1970, after a process that began in 1969.
Does every Panama City Beach address lie inside the city?
No. Some addresses with the name are outside the city limits. The city says property outside them is handled by a different jurisdiction, so check its limits page before relying on either set of rules.
How long is the beach at Panama City Beach?
The city's area page puts it at 13 miles along the Gulf. It does not say how many of those miles are inside the city limits, so for any one parcel the city line is a separate question.
What airport serves Panama City Beach?
Northwest Florida Beaches International Airport. Its own fact sheet gives the opening date as May 23, 2010.
