Living in Breakfast Point

Breakfast Point is one name over two jurisdictions, and that is the fact a buyer needs before any other. The state cadastral returns 622 recorded houses across thirteen platted phases between Breakfast Point Boulevard, Johnson Bayou Drive, Longpoint Way and Locksley Drive. Bay County's municipal boundary layer and four separate vintages of the Census incorporated place layer agree on where the line falls: Phases 1 through 3C, 367 houses, sit inside the City of Panama City Beach, while Phases 4A and 4B and every Breakfast Point East phase, 255 houses, sit in unincorporated Bay County. The two halves are different in age and scale as well as in government. On the city side the roll records completion years from 2011 to 2022, a median enclosed area near 2,635 square feet and a median lot near 7,667 square feet. East of the line the years run 2021 to 2024, the median enclosed area is closer to 2,404 square feet and the median lot to 6,229. The city maps an adopted Breakfast Point overlay district across its own portion, and that overlay stops at the city line; the county side is zoned mixed land use under ordinance 17-02 of 2017. Development is not finished: St. Joe's most recent annual report to the Securities and Exchange Commission lists Breakfast Point East among its active residential communities with 313 homesites platted, under engineering or held under concept plan entitlements, and the roll shows more than 200 lots still titled to builders and to St. Joe subsidiaries.
