A single name spanning two governments is the structural reason a middle figure here describes almost no house in it. The city-side phases are a decade of build-out on larger lots; the eastern phases are three years old on smaller ones, and the mix of which side sells in a given quarter moves the number more than conditions do. Flood exposure leans the same way but does not divide as cleanly as the government does.
