Walton County approved Phase I of Prominence in July 2004 and granted final approval of its development of regional impact order in January 2007. D.R. Horton, Inc. bought the property in November 2012, and county commissioners adopted an amended order, Ordinance 2013-20, on November 7, 2013. That order laid out seven phases, three labeled South and four labeled North on either side of County Road 30A, projected build-out by December 31, 2023, and set its own expiration at December 31, 2024, subject to statutory extensions. Every street address the county lists on the Prominence plats reads Inlet Beach.
On Milestone Drive, York Lane, Pine Lands Loop and Dune Comet Lane, the county codes every home on the plats named North as a townhouse, each with about 1,500 to 1,900 square feet of living area on a parcel under 1,200 square feet. The plats named South hold mostly detached houses of roughly 2,400 to 4,900 square feet on lots of about 3,400 to 10,300 square feet, as does the original Phase 1 plat; a county legal description runs from its northeast corner along the south right-of-way of 30A. Two attached groups sit among them: Phase 1 townhouses on Pleasant Street above 4,000 square feet, and a Phase 1A South group on Wharf Lane sized like the north side. The state tax roll dates one Pleasant Street townhouse to 2007 and every other home from 2014 through 2022.
The 2013 master plan drew two commercial blocks beside 30A in Prominence South, and the county separately records three Prominence Commercial "The Hub" plats on Hub Lane, their lots coded mostly for community shopping or restaurants. On each residential plat, the parcel whose county legal description reads all streets, common areas and easements lists its owner as Prominence Property Owners, a name that reads Prominence Property Owners Assoc Inc on the Phase 1 North plat alone. The 2013 order banned plants on the Florida Exotic Pest Plant Council's list of most invasive species from common areas and individual lots, and gave enforcement to the design review board established by the declaration of covenants and restrictions. Walton County's address and parcel records also code every record on the Prominence plats in flood zone X; confirm a given lot on the county's current flood map.

What is the difference between Prominence North and Prominence South?
County Road 30A divides them, and county records describe two different housing stocks. On the North plats the county's use code is townhouse for every home, and the state tax roll dates them 2015 to 2021. The phasing plan attached to the 2013 order showed only multi-family units in its North phases. The South plats and the original Phase 1 plat hold mostly larger detached houses built from 2014 to 2022, along with the attached groups on Pleasant Street and Wharf Lane.
Is Prominence next to Deer Lake State Park?
Its north side is. Florida's December 2016 unit management plan for Deer Lake State Park says County Road 30A bisects the Town of Prominence parcel, with the northern portion protruding into the park and the southern portion east of the WaterSound Beach community. The same plan names Prominence as a development of regional impact that Walton County commissioners approved in 2007, and it records that construction there stalled after the 2008 recession and had since resumed.
Is HOA membership mandatory under the Prominence development order?
The 2013 amended order required it. Walton County directed the developer to set up at least one homeowners association under Chapter 720 of the Florida Statutes and required each homeowner to sign, at closing, an acknowledgment of the order and of mandatory membership in that association. After any transition of control from the developer, the order made the association answerable for complying with both the order and the declaration of covenants and restrictions. The order does not name the association; ask the closing agent for the declaration and the acknowledgment form before signing a contract.
Did the Prominence development order allow septic tanks?
No. Walton County's 2013 order required all development in Prominence to be served by central water and sewer from Regional Utilities under developer agreements, barred septic tanks and package plants, and allowed temporary above-ground holding tanks only during construction. Private wells were limited to what the Northwest Florida Water Management District permits for landscaping and man-made ponds. The order left stormwater and irrigation systems to be owned, operated and maintained by the developer, the homeowners association or a third party such as a community development district; ask which one runs them today.
Are there preservation areas on Prominence lots?
The 2013 approval allowed them. The habitat and preservation plan attached to Walton County's order mapped greenway corridors and preservation areas on both sides of County Road 30A and permitted preservation areas on lots. Citing the county comprehensive plan, it barred building within 10 feet of a preservation area, and it let county staff amend the map as long as the total required preservation acreage is met. It also notes that the areas were redistributed from the original approved planned unit development to enlarge preservation south of 30A. Order a survey that shows any preservation area before planning an addition.
