Living in Seacrest

This is the original Seacrest plat, and the county roll draws it precisely: 119 parcels, counted by their parcel identifier series rather than by name, because the roll truncates recorded legal descriptions at thirty characters and several of these lose the subdivision name entirely. Three recorded instruments make up the block. Seventy eight parcels sit on Seacrest at Plat Book 3, Page 54, thirty two on Seacrest East at Plat Book 6, Page 13, and nine on Seacrest Townhomes. They are arranged in blocks A, B and C along Seacrest Drive and three lettered streets, A, B and C, with frontage on East County Highway 30A. The whole thing measures about seven tenths of a mile north to south, and the highway crosses its southern end rather than running through its middle: 17 of the parcels lie south of the road and 102 north of it, measured against the county's own centerline rather than a straight line, because 30A falls about a tenth of a mile southward as it runs east through the plat. One hundred of the 119 carry a dwelling, 18 are recorded as vacant residential land and one carries a different residential use code, so this is a subdivision of houses with room left in it, mostly detached but not entirely, since nine of the parcels are townhome parcels. What the roll shows most clearly is age. The earliest dwelling here dates to 1960 and the most recent to 2024, with four built in the 1960s, one in the 1970s, ten in the 1980s, twenty two in the 1990s, twenty in the 2000s, twenty five in the 2010s and eighteen since 2020. The middle year is 2004. Six decades of building stand on the same three lettered streets, and the homesites are not uniform either: the median runs about 10,600 square feet, close to a quarter acre, while the smallest with a land area on the roll is near 800 square feet and the largest near 39,600. Two things decide what may be done with any of it, and neither is a private design code. The first is the county's base zoning, and here it is close to uniform: querying Walton County's adopted zoning map parcel by parcel rather than by a box drawn around the plat, 117 of the 119 come back Residential Preservation and two come back Low Density Residential at four units per acre, all of it adopted under Ordinance 2018-29. So the district is rarely the variable between two lots here, which makes the differences that remain, age, lot size and side of the road, the ones worth reading. The second is the absence of an overlay, and it was checked rather than assumed. Walton County's Neighborhood Planning Program lists its current approved plans by name, covering Beach Highland, Blue Mountain Beach, Gulf Pines, Grayton Beach, Gulf Trace, Inlet Beach, Old Seagrove and Point Washington. Seacrest appears nowhere on that list, so the county's base districts govern here rather than a neighborhood overlay of the kind adopted a few miles east. Public access to the sand is a single record. Walton County's beach access inventory returns exactly one entry inside this plat, named Seacrest Drive, at 8520 East County Highway 30A, typed as a Neighborhood access, with no parking, no restrooms, no lifeguard and no accessibility feature recorded against it. Anything beyond that walkover is a private arrangement written into a particular deed, and it is a title question rather than a neighborhood one.
