About Elation

The county roll is unusually regular here, and one entry in it is not. One hundred eighteen residential condominium parcels stand at 9800 Grand Sandestin Boulevard, and their designators run in eight blocks, 5101 to 5122 at the bottom, then the 5200s, 5300s, 5400s, 5500s, 5600s and 5700s at nineteen designators apiece, closing with fourteen in a 5801 to 5816 series. That regularity is worth noticing, because it is what a property numbered straight through looks like on paper rather than one assembled from phases with different documents behind each. The 118 parcels carry 147 designators between them, so a number of residences are recorded as combined pairs. Two further parcels are not residences. One is a common area entry held by Elation at Baytowne Wharf Condominium Association. The other is a parcel whose legal description reads plainly as a non-residential parking unit and whose owner is the resort's corporate parent, but which the roll files under the same use code it gives an apartment. This page previously reported that no resort company unit existed here and counted 119 residences, and both errors came from that one miscoded line: the parking unit was invisible to a check that looked for the non-residential use code, and it was counted as a home by a tally that trusted the residential one. The association has been chartered with the state since December 2006 and amended its articles in September 2014.

HOA & Fees

Two bodies bill an owner here, and the nearer of them seats the resort company at its own table. Elation at Baytowne Wharf Condominium Association, a Florida not-for-profit corporation filed in December 2006 and amended in 2014, carries the buildings, the grounds and the common area parcel it owns outright, and its officer filing runs to only four seats, one of them designated for a representative of the resort's corporate owner rather than for an officer of the corporation, so a quarter of the filed table answers to that company. Separately, the Sandestin Owners Association bills every owner in the resort once a year and spends it against a published account that it does not extend, reaching the lakes, the landscape, the drainage, sanitation, security, most common area roadways and the two pools it runs for the whole property. Nothing in that bill funds the resort company's amenity businesses, and the master association says so in its own published account. Golf, courts, rental bicycles, beach chairs and the beach club itself sit beyond that line and are purchased as memberships. Request both budgets and read the reserve line in each.

Rental Policy

This page grants no permission to rent, and the reason to put it sharply here is documentary rather than legal. The association amended its articles in 2014, so a declaration or rule set pulled from an older file is not the answer a buyer needs; only the currently recorded version decides what an owner may do. The resort operates its own guest registration and access procedure at arrival. Walton County separately requires short-term rentals to be registered with the county. Ask for the current recorded documents rather than a summary of them.

What does the even unit numbering tell a buyer?

Seven of the eight designator blocks hold nineteen numbers each and the eighth holds fourteen, which is the signature of a property numbered straight through rather than one assembled in stages. That matters for diligence, because a single declaration means one budget, one reserve study and one set of documents to review, where a phased community can put two of each in front of you. It does not establish a floor count. The blocks evidence stacking, and no public agency source gives the number of habitable stories standing at this address, which is also why Florida's milestone inspection threshold of three or more habitable stories cannot be applied to this building from public data alone.

Does the resort company own anything at this address?

Yes, and correcting this is the main change to this page. The resort's corporate owner holds a parking unit inside this condominium, which follows the pattern at the neighbouring addresses on this boulevard rather than departing from it. It was missed here because the roll gives that parcel the use code it gives residences, while filing the equivalent parcels next door under the non-residential code, so it was hidden from a check that searched by code and was miscounted as a home by a check that trusted it. The practical consequence for a buyer is the ordinary one: part of the parking here answers to the resort company rather than to the owners collectively, and only the declaration establishes how much of it and on what terms.

Is any part of this address in a flood hazard area?

No residence is, and two parcels that are not residences are. Asked of each parcel's recorded outline instead of a single pin inside it, all 118 residences here come back clear of the special flood hazard area under the loosest test either the federal service or Walton County's offers. Hazard ground shows on two parcels only: the parking unit the resort company holds inside this condominium, and the common area parcel the association owns. Both are rated Zone AE with 7 feet as the base flood elevation, and both agencies say so. Neither is anybody's home, so the cost arrives through the association's master policy and an owner's share of a claim on it rather than through a quote on a residence. An earlier version of this page reported that a box drawn around the buildings returned AE zones no test point could find, and treated them as the box's fault. One of them was real. Order the determination against the unit number itself, then take the shared ground to the board as a coverage question.

How close is the water, and which water is it?

The bay, at about 680 feet west-northwest, though the name on the federal register is not always the one a listing reaches for. That register labels the nearest edge Choctawhatchee Bay and gives Horseshoe Bayou, roughly 940 feet southwest, an entry of its own. Neither reaches ground filed under this declaration. The land in between is recorded to a different condominium's association and to a landholding company, so no part of the outlook here is secured by documents this association controls, and it should be checked from the specific residence rather than from a site plan.
