Harbor Breeze is the ground along Misty Way and its three courts that one developer, Harbor Breeze Development, a Florida corporation, subdivided on four recorded sheets, all prepared by Panhandle Associates of Fort Walton Beach. The first, drawn in March 1992, laid out 39 lots on 7.8 acres as a planned unit development. The City of Destin planning commission approved it on March 19, 1992, the council on April 6, and it was filed that September in Plat Book 13 at page 32. Its lots line Misty Way running north from Airport Road, most of them drawn 55 feet wide and 115 feet deep. The First Addition, 37 lots on 8.3 acres, extended Misty Way and added the Misty Court cul-de-sac, and was filed in November 1993 in Plat Book 14 at page 44.

The Second and Third Additions went before the planning commission on February 17, 1994 and the council on March 7, 1994, and both were filed on March 28, 1996, in Plat Book 16 at pages 30 and 31. The Second drew 13 lots on 4.13 acres around Harborwind Court. The Third, 26 lots on 9.56 acres around Gulf Mist Court and the upper end of Misty Way, is titled a residential subdivision rather than a planned unit development, and most of its Block B lots on Misty Way are drawn 70 feet wide and about 160 feet deep.

Read together, the sheets bound the tract by Airport Road on the south, Destin Racquet Club Townhomes on the east, Kell-Aire Gardens and Lakeside Village Phase 1 on the west, and a northeast line they label Destin Airport property, which some Block A lots on every sheet back onto. The county roll classes each parcel on the four residential plats as a single-family house, with actual build years of 1992 and 1993 on the original sheet, 1994 through 1999 in the First Addition, and 1997 through 1999 in the Second and Third. The roll also carries Harbor Breeze Plaza under its own legal name, with parcels classed as office and professional buildings built in 2000.

Which Harbor Breeze plat does a Misty Way lot fall on?

Read the legal description, not the lot number. The county roll writes these parcels as Harbor Breeze, or as its 1st, 2nd or 3rd Add, and Blocks A and B keep numbering from one sheet to the next: Block B Lots 37 and 38 sit on the 1992 plat in Plat Book 13 at page 32, while Lots 36 and 39 are in the First Addition at Plat Book 14, page 44. Pull the matching sheet from the City of Destin's scanned copies before trusting a lot dimension quoted in a listing.

What does the Airport Noise Zone C note on the Harbor Breeze plats mean for a lot?

Each of the four residential sheets carries the same note: portions of the property platted on it may be located in Airport Noise Zone C. None of them says which lots. The city now publishes a 2013 Official Noise Exposure Map for Destin Executive Airport, Figure 7.15.08A, which defines Zone C as the band of 65 to 70 DNL surrounding the airport and points to section 7.15.09 of the city's Land Development Code. Check the specific lot against that current map rather than the 1990s note.

What setbacks and easements are drawn on the Harbor Breeze plats?

The original sheet and the First Addition list minimum building setbacks of 20 feet in front, 10 feet in the rear and 5 feet on the side, or 10 feet between residences. Their dedications give the streets to the public and hold back the 10-foot private drainage easements drawn on the lots. The First Addition also marks a 20 by 20 foot lift station easement on Lot 29 of Block A, and a 30-foot drainage and waterline easement from Official Records Book 1788 runs along its shared line with the Second Addition.
