Kellys Addition is the ground between Kelly Street and Joe's Bayou that C. L. Kelly and Mattie M. Kelly put on record as its owners, under the plat title Kelly's Addition to Destin. T. W. Coleman surveyed their first plat in July 1944, and it was recorded on December 30, 1944, in Plat Book 1 at page 19B. Its title block describes the land as part of the unsurveyed Moreno Point Military Reservation and bounds it by Calhoun's Subdivision on the west, the bayou and the Joe's Bayou Addition on the north and east, and Kelly Street on the south. A resubdivision surveyed in January 1953 redrew the lots; the county commission approved it on June 8, 1954, it went into Plat Book 2 at page 62, and the county roll still writes these lots under that resubdivision's name.

Kelly's Third Addition, drawn in August 1957 and recorded on January 14, 1958, in Plat Book 2 at page 164, divided the ground the resubdivision had left unsubdivided south of Third and Fourth Streets and west of Beach Drive and First Avenue. It created the lots of Block 5 and Blocks 10 through 18 along First, Second, Third and Mimosa Avenues and Fifth Street, most of them 60 to 70 feet wide, and marked several older blocks not included. On the 1954 sheet, the lots of Blocks 2, 4 and 6, and the northern Block 7 lots on Beach Drive, run from the street back to the bayou shoreline, most of them 50 feet wide and several hundred feet deep, while Blocks 3A and 3B were cut mostly into lots 50 feet wide and 125 or 150 feet deep.

The county roll lists every parcel in Block 2, and all of Block 1 except lots sold from it, as City of Destin property, and county address records name the Block 1 parcel at 825 Beach Drive Mattie M Kelly Park. The city lists Mattie Kelly Park and Nature Walk at that address and describes it as bayou access with a pier, a beach area and a picnic area, most of its land considered wetland. Elsewhere the roll classes most parcels as single-family houses, carrying actual build years from 1954 through 2025.

Parcels in Blocks 1 through 9, other than Block 5, are generally written as Resub of Kellys Add to Destin on the county roll, meaning the 1954 sheet in Plat Book 2 at page 62 that redrew the 1944 layout in Plat Book 1 at page 19B. Parcels written as Kellys 3rd Add sit on the 1958 sheet in Plat Book 2 at page 164. The City of Destin hosts scans of each of these sheets, so a block and lot number can be read against the right drawing.

Which Kellys Addition lots were platted to the Joe's Bayou shoreline?

On the 1954 resubdivision, the lots of Blocks 2, 4 and 6, and the northern Block 7 lots on Beach Drive, are drawn from the street back to the bayou, with Block 6 fanning around the point between Fourth and Sixth Streets. The county roll lists every Block 2 parcel as City of Destin property, while the bayou-drawn lots in Blocks 4, 6 and 7 are classed as houses and vacant residential lots. A shoreline drawn in 1953 is not a survey of today's water line, so frontage on any of these lots should come from a current survey.

Is the Joe's Bayou boat ramp part of Kellys Addition?

The roll lists Lots 15 to 17 of that block as City of Destin property, and the county's address for the parcel is 800 Beach Drive, where the city lists Joe's Bayou Boat Launch, which it describes with five launch ramps, a parking area and restrooms, open daily from dawn to dusk. It is a City of Destin facility on city-owned ground, not part of any private lot, so boat access for any particular house is a question for that parcel's own survey and records.
