Living in Pine Ridge Trace

Pine Ridge Trace entered the Okaloosa County plat books in 1983 at Plat Book 7, pages 60 and 61, on two sheets whose title block calls it a townhome development. Choctaw Engineering of Fort Walton Beach dated the drawings October 1981, and the county engineer, the county planning commission and the county commission signed off between that October and April 1983. The boundary description closes on 18.54 acres, and its final call follows the line the second sheet labels Destin Airport Property. Inside, the plat numbers lots 1 through 176, many only 22 feet wide, on streets it names Pine Ridge Trace, Bayou Drive, Trail Court, Log Place, Cord Place, Timber Court, Knots Place, Wedge Court and Crest Place.

Three replats, each approved by the Destin planning commission and city council and each titled a planned unit development, later redrew parts of that plan as blocks of wider lots. Plat Book 12, page 14, filed in February 1990, turned original lots 18 through 27, 40 through 57 and 89 through 100 into blocks A through E. Plat Book 12, page 24, filed that June, did the same for lots 76 through 80 and 84 through 88 as blocks F and G, and Plat Book 13, page 46, filed in October 1992, took in lots 28 through 35 and 101 through 123. The retired lot numbers still print beneath the new lines, usually two of them under each new lot.

The county property roll keeps the two plans apart. Parcels it describes by Unit number on the 1983 plat are classed as townhouses, with actual build years of 1983 to 1985 along Bayou Drive, Timber Court and Knots Place, and 1993 or 1994 for the townhouses on Wedge Court and Crest Place. Parcels described by lot and block on a replat are classed single family and date from 1990 to 1996. The county's address records place every one of them at a Destin 32541 address.

Both generations of sheets draw strips labeled Environmental Preservation Area, one of them 30 feet deep and about 458 feet long between block C of the first replat and the airport line, and both note a 5 foot pedestrian easement along each rear lot line. Each replat also warns that restrictions it does not show may sit elsewhere in the county's public records, so the plat a legal description names is the first document to pull.

Why do some Pine Ridge Trace legal descriptions read Unit and others Lot and Block?

The name covers four recorded plats. The county roll describes a parcel on the original 1983 townhome plat, Plat Book 7, pages 60 and 61, by its Unit number and classes it as a townhouse. A parcel on one of the later replats is described by lot and block with its own plat citation, Plat Book 12 page 14, Plat Book 12 page 24 or Plat Book 13 page 46, and is classed single family. The plat citation in a deed tells you which sheet's notes to read for that lot.

What do the Pine Ridge Trace replats require for parking, sidewalks and setbacks?

All three replats, filed from 1990 to 1992, carry the same core notes. They call for two parking spaces on each lot, one in a garage and one in the driveway, and a four foot wide concrete sidewalk. The setback table printed on each sheet keeps buildings 20 feet off the front lot line, 10 feet off the rear line and 5 feet off each side line. The two 1990 sheets state that the buildings they draw are the largest any lot may carry, and the 1992 sheet says the same of its setback lines. Ask the City of Destin how those notes apply before planning an addition.

When were the Pine Ridge Trace townhouses built, and are they all the same age?

No. The county roll gives actual build years of 1983, 1984 and 1985 for most townhouses on the original numbered lots, including every one on Bayou Drive, Timber Court and Knots Place. The townhouses on original lots 58 through 75, which carry Wedge Court, Crest Place and Pine Ridge Trace addresses, date from 1993 and 1994. So one 1983 plat holds two construction periods about a decade apart, and the single-family houses on the replatted lots span 1990 to 1996.

What lies behind the Pine Ridge Trace lots that face the airport line?

The 1983 plat's boundary closes along a line its second sheet labels Destin Airport Property. Between that line and original lots 40 through 57, now block C of the February 1990 replat, both plats draw a strip 30 feet deep and about 458 feet long labeled Environmental Preservation Area, and the dedication on the 1983 plat gives the streets and the preservation areas shown to the public for their use. How that strip is held today is a question for the title commitment on the specific lot, not something the drawing settles.
