About Serenity at Dune Allen
Serenity at Dune Allen is an exercise in fitting a great deal onto very little. The county roll records 87 lots across roughly 6.2 acres, which works out near 3,103 square feet of land apiece, and yet heated living area on those lots averages about 2,511 square feet. That ratio, a full sized house on a footprint closer to a courtyard, is the community's defining fact and it follows directly from the zoning: Walton County places this plat in Neighborhood Infill under Ordinance 2018-29, adopted 11 December 2018, a district it applies sparingly and does not apply to the older subdivisions immediately around it. Read by share of ground across whole parcel outlines rather than at lot centers, all 88 parcels of the plat are majority Neighborhood Infill and none holds as much as one percent of a second district, so on this plat the community wide zoning answer genuinely holds. Every one of the 87 lots carries a finished house, unusual on a coast where vacant lots are common, and the completion years tell a two stage story rather than the single recent one the marketing suggests: they run from 2011 to 2024, with six houses finished before 2015, 27 between 2015 and 2019, and 54 from 2020 onward. What does not hold plat wide is the ground. Measured against whole parcel outlines, national wetlands mapping reaches onto the plat rather than stopping short of it, holding freshwater forested and shrub ground on three lots at the south end of Dolphin Drive and on the association's commons parcel, and covering about 45 percent of one of those lots. Flood mapping follows the same line: the same three Dolphin Drive lots hold Zone A ground, between about 17 and 45 percent of each, and the commons parcel holds Zone A and a little Zone AE, while five lots on Charming Way hold ground in the 0.2 percent annual chance band and the remaining 79 parcels are wholly Zone X. Not one of the affected parcels sits wholly inside a single flood polygon, and Zone A here is mapped with no published base flood elevation, so an elevation certificate rather than the map is what settles those addresses. The county's 300 foot coastal dune lake protection buffer around Lake Allen covers no parcel of the plat but comes within about 36 feet of its edge and about 200 feet of the nearest lot, and the Beach Highland neighborhood plan overlay stops about 990 feet short, so that adopted plan governs the ground nearby but not this ground. No incorporated place reaches the plat either: each of the 88 outlines, tested one at a time, comes back with nothing at all, and Santa Rosa Beach here is a postal name rather than a city.
HOA & Fees
Density is the diligence here. On lots averaging near 3,103 square feet, almost everything a household does outdoors happens on ground the association has an interest in, so the setback, parking, fence, landscape and exterior provisions in the recorded declaration carry more practical weight per lot than they would on a larger plat. The roll shows a single shared parcel on this plat, recorded to the Serenity at Dune Allen homeowners association as all commons and streets and carrying zero land area, so the public record describes neither ground nor a structure the dues would have to keep up. That same parcel is where the plat's mapped constraints land: it holds part of the mapped wetland, part of the Zone A flood ground and the plat's closest approach to the Lake Allen protection buffer. Ask which tracts and drives the association actually holds, what its obligations are on the low ground at the Dolphin Drive end, how stormwater is managed given how little pervious ground the plat contains, and how the documents treat parking, since the answer decides how many vehicles a house can lawfully hold.
Rental Policy
On a plat this compact the parking a house can document, not the number of bedrooms it contains, tends to set the practical guest limit. The county's life safety ordinance imposes an on-site parking standard and requires a sketch of the permitted and prohibited areas inside the posting guests see, and the registration behind it attaches at the fourth booking of under 30 days inside a single year, with the certificate renewed annually thereafter. A four bedroom house with two documented spaces is therefore a smaller rental than its plan suggests. Read the restrictions recorded against the specific lot first, since the county's certificate has never been the instrument that grants permission.

Because those lines run onto some parcels and nowhere near others, confirm the current mapping against the specific lot rather than relying on a community wide answer.
Are these lots in a flood zone?
Most are not and three are, which is why the address matters more than the community here. Read against whole parcel outlines rather than a point in each, 79 of the 88 parcels are wholly in Zone X, outside the floodplain FEMA draws at the one percent annual chance. Three lots at the south end of Dolphin Drive, at 339, 345 and 353, hold Zone A ground, covering between about 17 and 45 percent of each, and the association's commons parcel holds Zone A along with a small amount of Zone AE. Five lots on Charming Way, at 34, 44, 52, 58 and 60, hold ground in the 0.2 percent annual chance band rather than in a special flood hazard area. Not one of the affected parcels sits wholly inside a single flood polygon, so no zone can be assigned to any of them as a whole, and the Zone A polygons here carry no published base flood elevation, which means an elevation certificate rather than the map has to produce a number for those addresses.
