Living in Cypress Dunes

Cypress Dunes occupies a notch cut into the eastern side of Topsail Hill Preserve State Park, and the shape of that notch decides most of what a buyer is choosing. The state's published park boundary puts preserve land along the community's southern and western edges, with roughly a third of a mile of it between the last row of lots and the Gulf, so the water reads as a distance rather than as the end of a street. The park's management plan counts 1,648 acres, three major coastal dune lakes among them, and locates the preserve's high ground at 55 feet above mean sea level on a ridge running between Campbell and Stallworth Lakes; the plan also has the park's own eastern boundary following Stallworth Lake. What the plan does not protect is the north side. The 34 acre parcel immediately above the community, which the plan identifies as the Boys and Girls Club parcel, carries the county's Neighborhood Infill future land use today under adopting ordinance 2018-29. The proposal the plan records there is not something that category allows: 105 home sites with 32,500 square feet of single-story restaurant and retail space and 273 parking spaces would require, in the plan's own words, a large-scale amendment of the future land use category from Neighborhood Infill to Traditional Neighborhood Development, and the plan adds that this is not the final proposal for the site. No such amendment has been adopted, and the category on that ground is still Neighborhood Infill. What has been built there since is this community's own second phase: the county has assigned 11 addresses as Cypress Dunes Phase II on Cypress Passage, Cypress Landing and Cypress Circle, all dated April 2026. Most of those sit inside that same Neighborhood Infill polygon, and one sits on the adjoining ground the county's land use layer maps as Residential Preservation, so the phase boundary and the land use boundary are not the same boundary and a Phase II address does not by itself say which category governs it. So the north side is neither settled nor freely buildable, and part of it is already Cypress Dunes. The permanence a buyer is paying for still runs south and west rather than all the way around. Entry is through a gate reached from Cypress Crossing, off County Highway 30A, which runs along the plat's eastern side rather than across its north; the management plan places 30-A east of the park and U.S. Highway 98 along the park's northern boundary. There is no beach frontage and no walkover of the community's own: the association pursued one across park land during the state's 2019 plan review, and the draft plan carried no such access. Two owners associations hold the common ground here rather than one. The state's cadastral record shows Cypress Dunes Owners Association Inc holding the common parcel on the base phase's parcel series and Cypress Dunes Homeowners Association holding the Phase II common parcel, both under the common-area use code, which is what puts the streets and common areas in association hands. Which of the two writes the rules for a given address depends on which phase that address sits in, so establish the phase before asking anyone for documents. Beyond the streets and common areas, the shared facilities here are not set out in any public record we can stand behind, so ask the association named on the deed for its current amenity list and the dues that carry it rather than relying on a listing description.

How do owners at Cypress Dunes get to the sand?

Not through the community, because it has no beach frontage and no walkover of its own. One route is the park's day-use entrance at 7525 West County Highway 30A, open 8 a.m. to sunset, with a per vehicle entry fee posted by the park. The other is the county's public accesses. Walton County's mapped access layer puts the two nearest to this community at Beach Highlands and Bullard Road. It records Bullard Road as carrying no parking and carries no parking entry either way for Beach Highlands, so treat that one as unrecorded rather than confirmed and plan on arriving at either by bike or on foot. Which nearby access does hold a lot, and how many spaces it has, is a question for the county's own beach access chart, and it is worth opening that chart at the county rather than working from a space count quoted out of it.

Can a home in Cypress Dunes be rented short term?

No public record reachable from here grants this community as a whole any rental permission, so two other authorities decide it. On the county side, a certificate from Walton County's short-term vacation rental registration office has to be in hand; renewals open in April and fall due June 1, a current state vacation rental dwelling license must be held alongside it, and occupancy is capped at one person per 150 square feet of conditioned space unless a lower number is agreed during the certificate process. On the property side, the covenants recorded against the individual lot and the rules of the owners association covering that lot's phase govern what may actually happen on it, and there are two such associations here rather than one. Read both layers for the exact address before planning on guest turnover.
