Living in Churchill Oaks

Churchill Oaks is a young subdivision and the county roll says so plainly. Eighty parcels carry a Churchill Oaks legal description, every one of them in Phase 1 and every one of them taking a Santa Rosa Beach mailing city. Fifty one carry a dwelling. Those run from 2014 through 2024 and their middle year is 2022, which means the great majority of the houses standing here went up inside the last handful of years. The other twenty nine parcels are recorded as vacant, five of them still held in the developer's own name, so the neighborhood a visitor sees today is roughly two thirds of the neighborhood the plat describes. Homesites run near 7,840 square feet at the median, on streets recorded as Churchill Oaks Drive, Tyler, Perrin, Bennett, Parish and Junop Court. The association owns the ground between the houses: the roll records Churchill Oaks Homeowners Association as owner of the parcel legally described as all streets and common areas, and the corporate registry dates that body to 19 March 2009 and shows it active, with a principal office on Emerald Coast Parkway West in Miramar Beach. Water and land use are the two facts a buyer here should read together. The United States Geological Survey's national hydrography maps Hogtown Bayou at roughly 1,650 acres, an arm of Choctawhatchee Bay reaching south into this shoreline, and its mapped polygon closes the plat's northern edge. Walton County's adopted zoning map then shows why the ground is not built the way an ordinary subdivision would be. Read lot by lot rather than by a box drawn around the plat, the county maps exactly two districts here, both carried by Ordinance 2018-29: Conservation Residential at two units per acre, and Neighborhood Infill. The boundary between them runs through the subdivision rather than around it, and it does not politely follow the lot lines. Read by how much ground each district actually holds inside each lot, that boundary crosses individual homesites, so a number of lots here carry both districts at once, one of them close to half and half. Tyler and Perrin run through the Conservation Residential ground and Bennett and Junop Court through the Neighborhood Infill ground, while Churchill Oaks Drive and Parish cross the line between them. A single density figure therefore describes nothing here, and neither does a tidy count of lots per district. There is no county neighborhood plan overlay to consult on top of it: Walton County lists its approved plans by name and Churchill Oaks is not among them, and the county's own mapped overlay layer returns nothing over this plat, so what a lot may carry is settled by the mapped district, the recorded declaration and the deed rather than by an adopted neighborhood standard.

The remaining twenty nine are recorded as vacant land, and five of those still stand in the developer's name. Of the houses that do exist, the oldest dates to 2014 and the middle year is 2022, so most of what is standing here is recent construction and a good deal of the plat is still ground.

Does every lot here carry the same building rights?

Not quite. Walton County's adopted zoning map runs a district boundary through this subdivision rather than around it.
