The northern parcel line here is a waterfront boundary, and the water carries a different name in the county's records than it does in conversation. Okaloosa County maps no feature called Destin harbor anywhere on this coast. The sheltered water behind the island is filed as Old Pass Lagoon, one polygon reaching from the East Pass east past the HarborWalk docks to these two phases, and both phase outlines meet that polygon without overlapping it, which is the geometry of a property line standing at the water's edge. So these parcels front the harbor water at zero distance, under the name the record actually uses. The East Pass itself is filed separately and lies about 1.2 miles west, which is the figure a listing sometimes reports as the distance to the harbor. Add the Gulf of America polygon roughly 500 feet to the south and water sits on both sides of the address. Okaloosa County files two phases here, both built in 2006, their header records reading 38 units and 44 units on about 3.32 and 1.35 acres. Unit designators separate cleanly, one stack running to 1102 and the other to 1002, and the addressing file agrees: residences appear on eleven levels, thinning to five, four and two across the top three. Boundary neighbors are two Sandpiper Cove phases and the East Pass 2nd Addition plat.

A 2006 building is not yet at Florida's milestone inspection year, which puts reserves rather than inspection at the center of diligence here, but the inspection year is not as far off as the headline number suggests. Section 553.899 sets the milestone at the thirtieth anniversary of the certificate of occupancy, which on the county's construction year would fall in the middle of the next decade for both phases. Do not bank on that anniversary, though. The provision hands the local building official discretion to bring the requirement forward by five years for structures exposed to salt water, and this one has lagoon frontage on one flank and the beach a few hundred feet off the other, so the realistic window opens earlier than the headline number implies and the City of Destin is the office that fixes it. Note too that the count begins at the certificate of occupancy rather than at the construction year a county roll prints, and those are not always the same year. The requirement that bites now is the reserve rule in section 718.112, which since budgets adopted at the end of 2024 no longer lets the owners of an association that must obtain a structural integrity reserve study vote its funding down below what the study calls for. Establish which phase's association governs your residence, then compare what that association budgeted before and after that change, because the difference is the clearest signal of how far behind its reserves had fallen.

Rental Policy

One provision of Destin's ordinance is worth checking by name before a purchase here. The city states that where a property carries grandfathered status, that status remains in effect for five years regardless of ownership, provided the use is not abandoned by the new owner. A buyer relying on an existing rental pattern should therefore establish in writing whether any such status attaches to the specific residence, when it began, and what would count as abandoning it, because none of that is visible from outside. Registration is otherwise annual and taken out in the buyer's own name, eligibility follows the zoning map rather than the street, and the two phases here were recorded separately, so the declaration governing one is not automatically the declaration governing the other.

No feature named Destin harbor exists in Okaloosa County's water body layer at all; the lagoon polygon is the one carrying the harbor, running from the East Pass east past the HarborWalk docks to these parcels, and the northern property line touches it without overlapping it, so the boundary is the shoreline. The East Pass is a separate polygon about 1.2 miles west, and the Gulf lies roughly 500 feet south.

Do the residences come with boat slips?
