About One Water Place

One Water Place is three buildings, not one, and the county's address records name them: 400, 404 and 408 Kelly Plantation Drive, carrying 56, 53 and 54 recorded addresses respectively. That same layer assigns every residence a floor, and those run to a seventeenth level at 400 and 408 and a sixteenth at 404, with no thirteenth floor recorded in any of the three. The parcel roll is easy to misread here, and the misreading changes a comparable set. The county classes 161 parcels under this name as condominium, and every one of the 161 carries its own street address and its own recorded floor on the county's address layer, so 161 is the number of homes. Seven of those legal descriptions open with the word parking, because the clerk wrote the appurtenant parking spaces ahead of the unit number, and all seven are residences at 400, 404 and 408 Kelly Plantation Drive carrying recorded building values between $819,000 and $2.4 million. Parking spaces, storage areas and golf cart spaces are written into the legal descriptions of the units themselves rather than titled as separate parcels, so ask which specific spaces a unit's legal description assigns and how the association handles a transfer of them. Height brings a statutory obligation with it: under Florida Statutes 553.899 in the 2026 compilation, a building of three habitable stories or more in height as determined by the Florida Building Code, held in whole or in part under the condominium form of ownership, owes a milestone structural inspection by the end of the year it turns thirty, dated from its occupancy certificate, and once a decade from then on. Thirty is the outer date rather than a settled one. Subsection (3)(b) lets the local enforcement agency require the report in the building's twenty-fifth year where local circumstances such as nearness to salt water warrant it, and these towers stand a few hundred feet from Choctawhatchee Bay. Because this ground is unincorporated, the enforcement agency is Okaloosa County rather than a city, so ask the county which clock it runs. With the county recording 2007 construction, that places the outer date in 2037 and the earlier date the county could require in 2032, and the association should be able to say where its schedule and its structural integrity reserve study stand today. Ask as well how the flood mapping across the site is reflected in the master insurance placement, since part of each recorded outline lies in a special flood hazard area.

Rental Policy

The governing jurisdiction here is not the one most buyers assume. The Census Bureau's place boundary returns no incorporated place at points sampled across this property, which leaves it on unincorporated ground under Okaloosa County alone, so Destin's short-term-rental registration and its list of eligible zoning districts do not reach these addresses at all. Okaloosa County's requirements and the condominium's recorded declaration are what govern instead. No reachable public record establishes what that declaration says about leasing or minimum stay length, and the previous claim that this is not a rental building rested on temperament rather than on any document. Nothing here should be taken as settling the question: read the recorded declaration for the specific unit, then confirm what Okaloosa County currently requires, before counting on any rental arrangement.
