Living in Burnt Pine

Ownership here runs three layers deep, and a buyer who cannot say which layer owns a given thing will misread the assessments. The first layer is the neighborhood, and there are two of them rather than one, chartered seven years apart. The older filing, dated 28 July 1993, created Burnt Pine Homeowners Association, Inc. The younger one, dated 26 May 2000, created Burnt Pine East Homeowners Association, Inc. Both are still active corporations on the state's records, each with its own officers, its own registered agent and its own outside management company, which is why a dues figure quoted for one of these streets does not describe the next one. The resort's own owner registration list divides the ground the same way, naming Bay Estates, Bay Villas, Burnt Pine Cove and Lane, Club Drive and Merion under Burnt Pine, and Arrowhead and Club Estates under Burnt Pine East. The second layer is Sandestin Owners Association, Inc., chartered on 16 January 1981, which every property owner belongs to. Its published account of what it operates and maintains is a closed list: security, sanitation, most master storm water drainage, the bicycle and walking paths, most roadways, common property landscaping and the master irrigation systems, lake maintenance, an Architectural Review Board, and two swimming pool facilities, the Phil Hummel Aquatic Center and the Audubon Pool, both open daily. Anything absent from that list is not a master amenity, whatever the marketing around it suggests. The third layer is the resort company, and this is where the golf sits. Walton County's tax roll records the parcels legally described as Burnt Pines Golf Course at Sandestin in the name of the resort operating company, not either homeowners association and not the master association. The master association states in its own words that the annual assessment it collects in no way reverts to that company's operations or to the amenities it owns and runs, so a play at the course is a club arrangement made with the operator and not a right conveyed by a deed. Beach use follows the same logic and is worth reading carefully. The master association's published answer is that easements let owners and their guests reach and use the beach, that certain stretches are restricted to the upland property owners only, naming the Hilton, Southwinds and the Beach Club, and that three pedestrian walkways lead to the accessible stretches, with a 150 space lot north of the Beach House restaurant. That is an easement and a walkway, not a beach amenity belonging to any house up here. As for the ground itself, the roll puts the parcels carrying a Burnt Pine legal at the northern, bay-facing end of the resort, in Burnt Pine Lane Subdivision, Merion at Burnt Pine and Burnt Pine East, with dwellings dated from 1997 to 2022 and a middle year of 2003 on homesites whose median runs near 0.56 acre. That is the ground the NAME reaches on the roll and not the whole of either association: the resort's own list also puts Bay Estates, Bay Villas, Club Drive, Arrowhead and Club Estates under these two boards, and those plats carry their own recorded names with no Burnt Pine in them, so a figure read off the name describes part of the two associations rather than all of them. Every one of them takes a Miramar Beach mailing city on the roll, not a Sandestin one, which is the single most common way a search for this address goes wrong. Access is managed at the perimeter by the master association: electronic access decals are issued only to the owner of record, and a visitor is registered in advance through the association's guest registration system or by telephone to a communications officer available around the clock, after which security issues a pass at the gate.

Two of them, and which two depends on the street. The state's records carry a 1993 charter for Burnt Pine Homeowners Association, Inc. and a 2000 charter for Burnt Pine East Homeowners Association, Inc., two active corporations with separate boards and separate managers. Above whichever one applies sits Sandestin Owners Association, Inc., chartered in January 1981, which every owner in the resort belongs to. Ask for the current documents and budgets of both bodies, not one.

Does the master assessment pay for the golf?
