Forest Lakes lies north of County Road 30A in Walton County, and the 2025 property roll gives its lots Santa Rosa Beach 32459 addresses. An ecological assessment dated June 12, 2003, written for what it titled the Gulf Hills Campground, also known as Forest Lake, found about 12.6 of the tract's 37.36 acres in use as a campground. It described about 13.6 acres of native pine and mixed hardwood with sand pine, longleaf pine and turkey oak, about 8 acres of wetlands regulated by the state, among them a titi slough and a dome swamp, and two plants on Florida's threatened list, large-leaved jointweed and Gulf Coast lupine. The conceptual plan submitted on June 18, 2003 described the parcel as bordered by state forest to the north, the First Addition to Gulfview Heights to the west and the unrecorded Gulf Hills Estates to the east.

The Declaration of Covenants, Conditions and Restrictions, recorded with the Walton County clerk in July 2004, names Forest Lakes Community Owners' Association, Inc., defines a lot as each numbered lot on the plats of the Forest Lakes Planned Unit Development, and cites the Phase I plat at Plat Book 16, Pages 6 and 6A. It requires advance Design Review Board approval for construction and exterior changes, listing painting and the cutting of trees among them, and has that board approve every designer and builder. It keeps natural vegetation in the buffer areas undisturbed in perpetuity per Florida Department of Environmental Protection requirements, and it runs at least 25 years from recording, then renews in 10-year periods unless at least 75 percent of owners sign and record a termination. Its Exhibit A describes a single 15.92-acre parcel, and Section 1.8 brings in other property by supplemental declaration, so confirm with the association that a given lot has been brought under it.

The Forest Lakes Design Code, revised in November 2025, counts 151 lots: the four platted phases plus one lot annexed from Gulf Hills Estates. Its lot table assigns each lot a Park, Tower or 30A house type, and its standards call for brick foundation walls, mill-finish galvanized steel roofs, utilities placed below grade, and mailboxes clustered at the central Pool Porch rather than at each house. On the 2025 property roll, the lots carrying houses show build years from 2006 through 2024, and others remain filed as vacant residential.

What does the Forest Lakes Phase III plat require for foundations and stormwater?

The Phase III plat, filed in April 2005 at Plat Book 16, Page 62, carries a stormwater retention note. Each lot owner builds an individual retention basin, 981 square feet on 18 of the phase's 21 lots and 777 on the other three, and all lot drainage stays on site. The approved plan rules out slab-on-grade structures other than the garage, and every primary structure must be elevated or piling supported. The note assigns basin maintenance to the homeowners association and places a blanket stormwater easement across each lot. Read the plat for your own lot's phase before drawing plans.

What are the Park, Tower and 30A house types in Forest Lakes?

They are the house types the design code's lot table assigns lot by lot: Park House (Types I and II), Tower House (Type III) and 30A House (Type IV). Park and Tower houses rise two or three stories, and a Tower's third story may not exceed 900 square feet including porches. The 30A House is one or two stories, and all 18 Phase IV lots carry it. The code caps height at 35 feet from the crown of the road to the ridge, allows third-floor towers to 45 feet, and sets heated floors 24 to 36 inches above that crown.

Who can use the Forest Lakes pool, pavilion and lake paths?

The Summary of Community Rules, board approved on November 4, 2024, calls the streets and facilities private, for owners and their guests. It sets rules for the pool, among them no glass inside the pool gates and the added rules posted there. Only owners may reserve the pavilion or green space, generally in four-hour slots. The rock paths around the lake appear among the common areas where bikes and motorized devices may not go, and pet stations are placed throughout the community.

What are the Forest Lakes HOA parking and golf cart rules?

The rules summary allows vehicles only in garages or carports, driveways and the community parking spaces, which serve overflow, belong to no lot, and take overnight parking only when a lot's own spaces are full. Trailers may not stay in Forest Lakes overnight, extra or event parking needs written notice to the association manager one business day ahead, and the speed limit inside the community is 17 mph. A golf cart or other low-speed vehicle is allowed only if the owner's garage, carport and driveway hold it along with every regularly used vehicle. What are the Forest Lakes HOA rules for leasing a home?

The rules summary's section for owners who rent cites Section 7.2 of the declaration. Every lease must be in writing, bind the tenant to the declaration and the association's rules, and be approved for form by the association before signing, and leases go in for review at least each January. A rented house must open all of its garage and carport spaces to tenants, and owners may not let tenants use a low-speed vehicle unless the lot can park two full-size vehicles besides it. Section 7.1 of the declaration bars renting an ancillary apartment apart from the main house.
