The county commission's own minutes trace Plantation at Santa Rosa from proposal to plat. At a land use hearing on August 3, 2004, the board heard a request to approve it as a major development by Santa Rosa Plantation LLC: 74 single-family homes on 10.07 acres under a land use designation the minutes give as NPA/Infill, on the east side of Don Bishop Road about 580 feet north of US 98. The Planning Commission and planning staff recommended approval, no member of the public spoke, and the vote was 4 to 0. On October 25, 2005, the board approved the final plat for recording as a 72-lot single-family subdivision, conditioned on a corrected letter of credit and engineering estimate.

The county parcel file numbers the lots 1 through 74, and most lot records cite Plat Book 17, page 30. Three additions followed. Lots 73 and 74 cite a First Addition replat at Plat Book 17, page 55; lot 39 cites a Third Addition at page 85, described as a replat of lot 39 of the First Addition; and lots 1, 33 and 34 cite a Fourth Addition at Plat Book 18, page 86, and are coded common area rather than single family. The owner name on the county file's parcel for this plat's common area and streets is Plantation at Santa Rosa HOA, the name that also appears on lots 1 and 33 of the Fourth Addition. That association's filings with the state began on February 17, 2006, and the registry still shows it active.

The houses stand on five streets, Hackberry Way, Sea Myrtle Way, Myrtle Oak Way, Hornbeam Way and Bald Cypress Way, all carrying Santa Rosa Beach addresses. On the state's 2025 tax roll, most lots measure between about 3,500 and 3,700 square feet, while lots 25 through 32, at 191 to 204 Hackberry Way, run about 4,600 to 5,000. Living areas range from 1,420 to 2,086 square feet. The roll dates the houses in two waves: 54 built from 2006 through 2008, then 16 in 2012 and 2013, eight of that later group on Bald Cypress Way.
