Living in Town of Santa Rosa

Two public records tell you most of what matters about this plat, and neither one is a listing. The first is a county purchasing document. In 2020 Walton County advertised for engineering firms to prepare a stormwater master plan and a first phase of design for the public rights of way inside the Old Town of Santa Rosa plat, with a scope running from water quality testing and survey through stormwater modeling, drainage facility design and roadway design. A county does not commission that for ground that drains well. The second record is the flood map, and it agrees. Every parcel sampled inside the townsite returns Zone AE, with a base flood elevation of 7 feet across the middle of the plat and 8 feet at the sampled ends, while the federal elevation service reads about 4 feet at the plat's mapped center. The regulatory flood level here sits above the existing grade, which is a foundation question and an insurance question before it is anything else. What the low ground buys is water and a park. Hogtown Bayou lies about 825 feet from the nearest platted lot, with Choctawhatchee Bay roughly half a mile further out, so the water at this neighborhood's edge is the bayou rather than the bay. Cessna Landing Park, the county park at 1729 North County Highway 393, sits about 630 feet from the plat, and the county's own facility listing carries boat and canoe access, fishing, a playground, pavilions, picnic areas and tables, grills, restrooms, parking and ADA access. The county has kept spending there, putting the fishing pier out to bid for replacement in 2021 and advertising a park improvements project in 2024. The lots themselves are small and nearly identical. Parcels the county roll files under the townsite name run about 6,100 to 6,250 square feet, close to a seventh of an acre apiece, and the houses standing on them are modest for this coast: a median near 1,225 square feet of living area, with none above 1,700. More than half of those parcels carry no structure at all. No adopted county overlay reaches this ground, so what a lot may hold comes from the general code and from whatever is recorded against that parcel.
