Walton County's Board of County Commissioners approved Pelican Bay Subdivision on October 26, 1993, following its Planning Commission's recommendation, and the minutes of that meeting put the project at 42 acres and 79 lots. The recommendation also asked the developer to keep negotiating with the District 5 road crew over paving East Mack Bayou Road. County parcel records now cite two plats: Phase 1 at Plat Book 10, Page 28, carrying Lots 1 through 18, and Phase 2 at Plat Book 11, Page 8, carrying Lots 19 through 79. The board approved the Phase 2 final plat on August 9, 1994, in a vote whose minutes note that the roads within the subdivision are private.

The state's 2025 parcel roll files every Pelican Bay parcel under Santa Rosa Beach, ZIP 32459. On that roll, every Phase 1 house is addressed on Shelter Cove Drive, while the Phase 2 houses are addressed on Pelican Bay Drive, Wind Spray Court, Morning Sun Court and Sandy Bay Court. Houses in both phases carry build years from 1996 through 2022, none of them dated 2007 through 2009, and a handful of lots in each phase are classed as vacant residential land. Phase 1 lots held singly measure about 11,500 to 14,900 square feet, and Phase 2 lots range from about 10,900 to 37,700 square feet.

The minutes place the property on Morning Sun Court at the end of the cul-de-sac. With the Planning Commission and planning staff recommending approval, the commissioners approved it by a resolution the minutes number 2004-87, on a 5 to 0 vote. The minutes describe that single property, so for any other Phase 2 lot, read the plat itself to see whether a buffer line crosses it.
