Living in Sugar Sands Estates

Sugar Sands Estates is one platted street of house lots on the east side of Sugar Drive in Santa Rosa Beach, which the county's 2020 staff report places about 2,800 feet south of US 98. Walton County's board approved the Sugar Sands Estates PUD on April 11, 2017 as 39 single-family homes on 19.61 acres, and the plat that followed resubdivides lots 23 and 24 of the Map of Santa Rosa Plantation. The ground carries Conservation Residential future land use and Conservation Residential zoning at two units per acre, and every house address sits on Sugar Sands Drive, a 40-foot right-of-way that closes in a cul-de-sac.

The largest area on the plat is not a house lot. Plat sheets the county board reviewed in February 2020 label a Primary Wetland Conservation Easement Area of 10.21 acres, and most lots on the north side of the road back onto its hatched 25-foot wetland buffer. The same sheets draw common areas holding stormwater ponds, a pond with its own shoreline buffer, and a recreation pool area. Their dedication gives no street or common area to the public; streets, easements, stormwater ponds and common areas are dedicated to the property owners association for maintenance purposes.

The state tax roll files all 39 lots as single-family homes, gives actual build years from 2020 through 2023, and records living areas of 2,235 to 2,634 square feet. Lots 20 through 28 at the end of Sugar Sands Drive were replatted as Sugar Sands Estates II, which went to the county board in April 2022; county staff described that replat as adjusting lot lines to make larger lots, and the Eglin reviewer noted the density stayed the same. County emergency management commented during plat review that the site appears to lie in Evacuation Zone C, and the replat staff report lists Regional Utilities for water and sewer.

The state corporate registry shows an active not-for-profit named Sugar Sands Estates Property Owners Association, filed October 14, 2019 as document N19000010858, while the plat's dedication names Sugar Sands Property Owners Association. The plat itself warns that restrictions not shown on it may sit in the county's public records, so pull those records along with the association's state filings before relying on either name.

The county parcel roll cites Plat Book 22, Page 57 for the original plat and Plat Book 24, Page 43 for Sugar Sands Estates II, the replat of lots 20 through 28. The original plat's title block names the ground it subdivides: lots 23 and 24 on the Map of Santa Rosa Plantation, whose own record sits in Plat Book 2. The replat's notes point back to development order 15-00100170, which Walton County issued on April 13, 2017.

What does the wetland conservation easement at Sugar Sands Estates cover?

The February 2020 plat sheets label Primary Wetland Conservation Easement Area A at 444,799 square feet, or 10.21 acres, and cite a corrective conservation easement dated August 17, 2018, recorded at Official Records Book 3085, Page 2937. Their notes bar development or clearing inside the 25-foot secondary wetland buffers, the easement area and the vegetated natural buffers under the 2017 development order, and list rear setbacks of 15 feet, or 5 feet from the 25-foot wetland buffer line. Read that recorded easement before planning a pool, fence or clearing on a lot that backs onto it.

What finished floor elevations does the Sugar Sands Estates plat give each lot?

The February 2020 plat sheets carry a finished floor elevation table listing every lot, starting at 22.5 feet for lots 1 and 2 and reaching 26.3 feet for lots 23 through 28. The 2022 replat of lots 20 through 28 sets minimum finished floor elevations of 25.4 feet for lot 20, 26.0 feet for lot 21 and 26.3 feet for lots 22 through 28, measured on the North American Vertical Datum of 1988. For lot 22 that is higher than the 26.0 feet in the 2020 table. Check a house on lots 20 through 28 against the replat, and any other lot against the 2020 table.

What is the recreation pool area drawn on the Sugar Sands Estates plat?

The plat sheets mark a Recreation Pool Area and Common Area next to lot 19, and the dedication gives common areas, streets and stormwater ponds to the association for maintenance purposes. The April 11, 2017 hearing minutes record a discussion of parking at the pool facility, and the 2017 development order describes a request for four parking spaces beside an amenity area along a road it names Calle De Azucar. What stands on that ground today, and on what terms owners use it, are questions for the association.
